Migrate from Firebase Test Lab to Developer Device Platform

Firebase Test Lab is deprecated and will be fully shut down as of September 30, 2027. To prevent CI/CD interruptions, transition to the Developer Device Platform before the shut down date.

Note: The Developer Device Platform is in preview. This product or feature is subject to the "Pre-GA Offerings Terms" in the General Service Terms section of the Service Specific Terms. Android Device Streaming
