Detector for finding FirebaseVisionLabel

A label detector is created via
getVisionLabelDetector(FirebaseVisionLabelDetectorOptions)
, or
getVisionLabelDetector()
if you wish to use the default options. For example, the
code below creates a label detector with default options.
